Europe’s tech policy debate is starting to sound like a familiar kind of panic: the fear that if the EU doesn’t move fast enough, it will fall behind the rest of the world—especially in AI. That “fear of missing out” framing is politically convenient. It creates urgency, compresses timelines, and makes it easier to sell big initiatives as defensive measures. But as Europe tries to translate AI ambition into real industrial capacity, the FOMO logic risks becoming a substitute for strategy.
The more durable question is not whether Europe should act quickly, but what kind of action actually builds capability. In that sense, the most underused lever in EU tech policy may be the one already sitting in plain sight: the public sector itself. Europe’s governments and public institutions are among the largest buyers of goods and services on the continent. They also operate some of the most complex digital systems in the world—health records, tax administration, procurement platforms, justice workflows, education systems, transport logistics, and emergency services. If policy is serious about creating a market for “native” European technology—tools designed, developed, and supported locally—then public demand can do more than any press release about competitiveness.
This is where the argument becomes less emotional and more structural. FOMO tends to push policymakers toward symbolic moves: announcing frameworks, setting targets, launching funds, or adopting regulatory language that signals alignment with global trends. Those steps can matter, but they don’t automatically create adoption. Adoption is where capability is built. And adoption requires procurement, integration, training, and ongoing support—work that turns vendors from “promising” into “proven.”
A useful way to think about the EU’s AI challenge is that it is not only a race for models. It is a race for deployment competence. The ability to deploy AI safely and effectively across public services is a capability stack: data governance, system integration, model evaluation, procurement standards, security controls, human oversight, and operational monitoring. Without that stack, Europe can end up with a collection of pilots that never mature into scalable services. With it, Europe can create a domestic ecosystem that learns by doing.
That is why public procurement deserves to be treated as an industrial policy tool rather than a back-office function. When governments buy technology, they shape markets. They decide which architectures are viable, which compliance pathways are realistic, which performance metrics matter, and which vendors can survive the long cycle of implementation. If procurement is designed to reward interoperability, transparency, and lifecycle support, it can become a mechanism for building domestic capacity. If procurement is designed only to satisfy short-term budget constraints or to chase the newest vendor from abroad, it can lock Europe into dependency.
The difference is not theoretical. Consider how many AI projects fail not because the underlying idea is weak, but because the procurement and integration path is unclear. Public bodies often face rigid contracting rules, fragmented requirements, and limited internal technical capacity. Vendors, meanwhile, may struggle to navigate procurement processes that are slow, inconsistent, or poorly aligned with how AI products evolve. The result is a mismatch: public institutions want reliability and accountability; vendors want speed and predictable terms. FOMO can worsen this mismatch by encouraging rushed procurement decisions that prioritize novelty over operational readiness.
A more strategic approach would treat procurement as a learning system. Instead of asking, “Which AI solution should we buy right now?” the better question is, “What procurement design will help us build the ability to evaluate, integrate, and operate AI over time?” That means standardizing evaluation criteria, requiring documentation that supports auditability, and structuring contracts so that improvements can be delivered without renegotiating everything every time the model changes.
One of the most important shifts is to stop thinking of public procurement as a one-off purchase. AI is not like buying a server. It is closer to buying a service that evolves. Models update, data pipelines change, and performance drifts. Public contracts therefore need to include lifecycle obligations: monitoring, incident response, bias and safety testing, and periodic re-evaluation. If those obligations are written well, they create a stable demand signal for vendors that can operate responsibly—not just vendors that can demo convincingly.
This is also where the “native tech” concept becomes concrete. Native does not only mean “headquartered in Europe.” It means technology that is adapted to European regulatory expectations, language needs, public-sector workflows, and data protection requirements. It means vendors that can support deployments across multiple jurisdictions and understand the realities of public administration. Public procurement can reward exactly those capabilities if it sets requirements that reflect real operational needs rather than abstract compliance checklists.
There is another reason procurement matters: it can reduce the asymmetry between large global platforms and smaller European innovators. Global providers often have advantages in distribution, brand recognition, and existing relationships with public institutions. Smaller European firms may have strong technical work but lack the scale to win large contracts or the legal and compliance infrastructure to respond quickly to complex tenders. If procurement processes remain opaque or overly bespoke, the market naturally tilts toward incumbents. But if procurement is standardized and modular—using common specifications, reusable tender templates, and clear evaluation rubrics—smaller firms can compete on substance.
This is not about lowering standards. It is about making standards actionable. For example, if public bodies require explainability or robustness testing, they should specify what evidence counts and how it will be evaluated. If they require data protection measures, they should define acceptable approaches and provide guidance on how vendors can demonstrate compliance. When requirements are vague, the burden shifts to vendors to interpret them, which favors those with legal teams and prior experience. When requirements are clear, competition becomes more merit-based.
The EU’s AI policy landscape has been evolving rapidly, and much of the attention has focused on regulation. Regulation is necessary, but it is not sufficient. A regulatory framework can set guardrails, but it does not automatically create a market for compliant solutions. Markets form when buyers can confidently procure and deploy. That confidence comes from procurement practice: clear contract structures, predictable evaluation, and institutional capacity to manage risk.
Institutional capacity is the hidden bottleneck. Many public organizations want to use AI but lack the internal expertise to write good requirements, assess vendor claims, or integrate systems safely. This is where policy can go beyond funding and toward capability-building inside government. Training procurement officers, creating shared technical assessment units, and developing reference architectures can all reduce friction. Shared services—where multiple public bodies collaborate on evaluation and procurement—can also help. Instead of each municipality reinventing the wheel, a consortium approach can create economies of scale and consistent standards.
When these elements come together, procurement becomes a virtuous cycle. Better procurement leads to better deployments. Better deployments generate data and lessons learned. Lessons learned improve procurement templates and evaluation criteria. Over time, the public sector becomes a sophisticated buyer, and vendors adapt to meet the bar. That is how domestic ecosystems mature: not through slogans, but through repeated, structured interaction between demand and supply.
The “FOMO” critique, then, is not simply that urgency is bad. It is that urgency without structure produces noise. If Europe’s AI policy is driven mainly by the fear of falling behind, it may prioritize speed of announcement over speed of adoption. It may fund pilots without ensuring that procurement pathways exist to scale them. It may encourage public bodies to experiment without giving them the tools to evaluate and contract responsibly. It may also lead to a pattern where the EU reacts to global releases rather than shaping the market for what it actually needs.
A unique angle on this debate is to treat public procurement as a form of industrial choreography. The EU can coordinate demand across member states, align procurement standards, and create a predictable pipeline of opportunities for vendors. That predictability is crucial for companies investing in R&D. Private investors look for market pull; public procurement can provide it. But the pull must be credible. If tenders are inconsistent, delayed, or frequently redesigned, vendors cannot plan. If procurement is predictable and aligned with long-term public service needs, vendors can invest with confidence.
There is also a political dimension. Public procurement is visible. It affects citizens directly. That visibility can be an advantage if it is used to build trust. Citizens may be skeptical of AI, especially in sensitive domains like healthcare, welfare, policing, and education. Trust grows when systems are transparent, accountable, and demonstrably safe. Procurement can enforce those qualities by requiring documentation, performance reporting, and independent evaluation. When citizens see that AI deployments are governed by clear standards and monitored over time, acceptance becomes more likely.
Conversely, if FOMO drives deployments that later fail—through errors, bias concerns, or security incidents—the backlash can be severe. That backlash can freeze procurement for years, harming both innovation and public service modernization. In that sense, FOMO is not only inefficient; it can be self-defeating. A cautious, well-designed procurement strategy can be faster in the long run because it avoids costly reversals.
To make this concrete, imagine two scenarios. In the first, a public body rushes to adopt an AI tool because competitors are doing it. The procurement is hurried, evaluation criteria are unclear, and the contract lacks lifecycle obligations. The system works in a demo but struggles in production due to data quality issues and integration complexity. After a few months, performance degrades, and the vendor’s model updates break compatibility. The public body spends time renegotiating terms and rebuilding integration. The project becomes a cautionary tale.
In the second scenario, the public body uses a standardized procurement framework. It defines evaluation metrics upfront, requires evidence of robustness and safety testing, and includes monitoring and update obligations in the contract. It invests in internal capability to integrate and oversee the system. The initial rollout may take longer, but the deployment stabilizes. The public body can iterate responsibly, and the vendor can plan improvements. Over time, the organization builds a repeatable process for future AI deployments.
The second scenario is not slower because of bureaucracy; it is slower because it is deliberate. Deliberation is what turns experimentation into capability.
